Now, the work, approach, and management system in the district will change.

This system will be fully implemented in Surkhandarya by the end of the year, and in the remaining regions, intensive development is planned for 15 districts and cities - Kungirot, Chimboy, Asaka, Gijduvan, Gallaorol, Yakkabog, Khatirchi, Chortoq, Bulungur, Syrdarya, Kuva, Shovot, Hazorasp districts, the cities of Margilan and Yangiyul, and in Tashkent - in Bektemir district.

Representatives of the Presidential Administration and the Government, as well as regional khokims, will be responsible for this.

Our President explained the new system using the example of Syrdarya district.

In particular, the district departments of 9 ministries responsible for complex development will be transferred to the khokim system. These are the departments of economy and finance, investment, agriculture, employment, construction, ecology, culture, family and women, and youth.

The district khokim will distribute the staff in the khokim's office and these 9 departments, decide how many people will work in which department, and decide on hiring and firing.

The source of funds that will remain at the disposal of the Syrdarya district will be increased. For example, administrative and financial fines, penalties for tax audits, compensation for damage to rural lands that have changed their category, rental income from forest land areas, and part of the funds from the provision of state services will remain in the district.

This will bring the district an additional 12 billion soums per year.

Now the khokim will have 4 deputies. Depending on the development plan, the khokim himself will determine which issues he will be a deputy on.

For example, the khokim of the Syrdarya district sees tourism, service, and logistics as the main drivers of the district in the next three years. Therefore, his 1st deputy for economy will be responsible for tourism, service and logistics at the same time. He will be assigned 10 specific tasks, and each task and function will be reinforced with funds.

Similarly, the khokim and the remaining 3 deputies will be assigned specific tasks with financial support.

If the khokim and his deputies fully fulfill the KPI, the funds allocated to the region next year will be increased by 10-15 percent. Otherwise, the funds will not be increased and the responsible manager will be dismissed.

The khokim of Syrdarya district will form a “Reforms Headquarters” consisting of employees of 9 departments, representatives of the Chamber of Commerce and Industry, banks, taxes, cadastre, and leading entrepreneurs.

The “Reforms Headquarters” will prepare a three-year program covering the issues of projects, infrastructure, financial resources, and personnel in 38 makhallas of the district in three months. The budget, infrastructure, production, service, investment and employment programs for the coming year will be approved on this basis.

Depending on the results, this new experience will be implemented throughout the republic next year.

Another important innovation is that from August 1, in order to create a business-friendly and attractive environment, salaries will be increased in all regional and district khokimiyats, and employees will be given a monthly bonus and additional bonuses depending on their work.

“However, revenge goes both ways. Measures will be taken against employees who have failed to fulfill their assigned tasks. Only then will everyone learn to work with discipline and a plan.

Regional and district khokims, their deputies, ministers, bank heads should listen carefully: at the end of the first half of the year, I will “raise the gallows” and conduct a strict inquiry into who did what,” the head of our state said at the end of his report.
